I was thinking that the whole black veil motif might be an allusion to Nathaniel Hawthorne's classic "The Minister's Black Veil." Although the meaning of the veil in The Order of the Phoenix did have a somewhat hopeful bent, whereas Hawthrone's was gothic-as-all-get-out, through and through. In any case, if you haven't read that piece (it was probably fed to you in high school English), it might be worth taking a look!
